COUNCIL
The governing body of the Control Chamber is the Council consisting of seven members: chairman, deputy chairman and five members of the Council. The Deputy Chairman of the Control Chamber and further five members of the Council are appointed by the president of the Republic of Armenia upon the proposal of the Chairman of the Control Chamber for a six-year term, except for the tenure of the members of the Council’s first composition. The Council of the Control Chamber discusses and approves the annual project draft of the Control Chamber’s activity, the new topics of control not included in the annual project, the decisions on control implementation over the controlled object, conclusions related to the annual reports of the RA Government and Central Bank on state budget and privatization project subject to submission to the National Assembly, current and annual reports of the CoC, administrative complaints against current report or conclusion approved by the CoC.
CoC Deputy Chairman - Ara Nranyan

Gagik Voskanyan
He was born on May 30, 1950, in Sisian.
He graduated from the Armenian Agricultural Institute, engineer-technologist.
He worked in the Sisian branch of “Hayelektraluys” Production Complex as an engineer-constructor, then as the second secretary of Sisian District Committee of Young Communists of Armenia, worked in the cannery of Yerevan as a shift head, production manager, secretary of Party Committee, instructor of the Agricultural Department of the Central Committee of the Communist Party of Armenia, chief engineer and then first deputy manager of “Haypahatso” (Armenian cannery) Production Complex, representative of American office for development of trade with Armenia. From 1999 to 2002 was a deputy of the 2nd convocation National Assembly, member of the National Assembly Standing Committee on Financial-Credit, Budgetary and Economic Affairs, secretary of “Unity” fraction.
On September 11, 2002, he was elected by the National Assembly of Republic of Armenia the Chairman of the Control Chamber of the Republic of Armenia National Assembly.
Since November 2007 he is the member of RA CoC Council. He was again appointed as RA CoC Council member for a six-year term starting from November 2014.
Mr. Voskanyan is non-partisan. He is married and is a father of one child.
Hobby – classical music, sport.
Gagik Mkrtumyan
Gagik Mkrtumyan was born on March 14, 1948 in Yerevan.
He graduated from the Construction faculty of Yerevan Polytechnic Institute with the specialty of hydraulic structure and hydroelectric power station engineer, then from Moscow Interdepartmental Institute of Upgrade Training for Administrative Workers, He is an engineer-hydraulic constructor.
He worked in the USSR Ministry of Energetics and Electrification, in the “Arpa-Sevan” enterprise, in the Number 6 construction trust as a chief engineer, in the Ijevan-Hrazdan railway of the USSR Transport Construction Ministry as the head of tunnel construction, then in the People's Control Committee of the SSRA (Soviet Socialist Republic of Armenia) as an executive worker, then Deputy Chief of the Administrative Service of Nagorno-Karabakh Republic Government, the office manager of the “Culture” project of the “Lins” fund , later the Chief of the Staff Administration of the RA president.
Since November 2007 he is the member of RA CoC Council. He was again appointed as RA CoC Council member for a six-year term starting from November 2012.
Mr. Mkrtumyan is non-partisan. He is married and has two children.
Hobby –gardening, boxing.
Seyran Avagyan
Seyran Avagyan was born on December 15, 1954.
He graduated from the Applied Mathematics faculty of Yerevan State University, mathematician.
He worked the Scientific-Research Institute of Mathematical Machines in Yerevan as an engineer, head of sector. From 1990 to 2003 he was a deputy of the RA Supreme Council and then National Assembly’s first, second, third convocations, the member of the National Assembly Standing Committees on Financial-Credit and Budgetary Affairs, Economic, Financial and Budgetary Affairs.
From 2003 to 2007 he was the counsellor to the president of RA, the Chairman of the Local Self-government Committee adjunct to the president of RA, the Chairman of the Cultural Council adjunct to the president of RA.
Since November 2011 he is the member of the RA CoC Council. He is appointed for a six-year term.
Mr. Avagyan is the leader of “Liberal-Democratic Union of Armenia” party.
He is married, has a son and a daughter.
Hobby –classical music.
Davit Chibukhchyan
Davit Chibukhchyan was born in Yerevan in 1981.
He graduated from the Yerevan State Economic Institute, faculty of General Economics, “Global Economy” department, completed the postgraduate course of the Economic Research Institute of the RA Ministry of Finance and Economy and defended a scientific thesis with the topic of “The role of indirect taxes in the countries with transitional economy”, and received the scientific degree of “Candidate of Economics”.
He worked in the Tax Methodology Division of the State Revenues Policy Department at the Republic of Armenia Ministry of Finance and Economy as a leading specialist, chief specialist, and from 2005 head of the department.
12.2007 – 07.2008 - Head of the Inflow Control Division of the State Budget Control Department at the RA Control Chamber,
07.2008 – 11.2015 - Head of the Second Department at the RA Control Chamber.
On November 19, 2015 he was appointed as RA CoC Council member for a six-year term.
On September 27, 2012 he was awarded with the RA president's letter of appreciation.
Mr. Chibukhchyan is non-partisan. He is married and is a father of three sons.
Hobby – travelling, sport.
